Untitled Exception: Index Was Out of Range

If you push the "open lake" button at the bottom left of the Lake Manager and there are no lakes installed for that region, you will get an Unhandled Exception error saying:

Index was out of range. Must be non-negative and less than the size of the collection.
Parameter name: index

The solution is to install lakes for the region by going to the top of the Lake Manger and selecting Install Lakes.
